I've noticed that the tooltips for the workspace/tools tab are inconsistent, and they only show when that floating dialog has focus on the forms designer (hovering over the dialog/tool when this dialog doesn't have focus means no tooltips).
The tooltips seem iffy even when the dialog has focus.

The Workspace dialog must have focus in order for the tooltips to display. The notification messages for tooltips only seem to fire when the dialod has focus.
If anyone knows of a way of displaying the tooltips when the dialog does not have focus then please let me know and I will make the change.
