Rich-edit or similar function for T&C

I am revamping an old tool to look more modern and adding a few bug fixes.

The Terms and Conditions page ( a free tool with the usual T&C rules) looks very dated.
I am looking into perhaps displaying a scroll-able PDF or a Rich-text that the user can scroll to read if so desired.

I used to use a bunch of labels, buts that is slow, unnecessary and untidy.
Any idea how I can show the user a lot of info and rules which he can scroll without being able to edit?
