Control resizing behavior question

Lets say you set a form's height to 300 (for instance) in design-view, but you set the MinHeight to 350.  The form size at run-time is increased, but the controls do not move or resize as defined in the resizing rules.

I was going to suggest it was a bug as it wasn't what I expected, but decided not to because I didn't know if it was behaving as you intended.
