MinGW path

Paul,
  I did fire it up and found a possible problem with my usage.

I have several MinGW compilers on my system and consequently I do not have ANY in my global PATH. All are added to a local path environment from batch files. This was the main item I needed to add to FbEdit for my work with bc9Basic.

I can't remember exactly how I worked it with the initial FB 64bit release. I think I needed to use a console and set the path before I called fbc.
