resize rules for childforms

Hi,

I am new here and found the exciting feature for controls, named "resize rules".

May be, this feature where great for mdi-childwindows, especially toolwindows, too.

Resizing of child forms was suggested for 3.08 and I tried to implement it but it failed so I removed it for now. I will look again later.
