Tiko - new F1 Help Center functionality

The entire Help Center docs are now part of the local Tiko install. Yeah, it makes for a large download (96mb) but unless you are on dial up then it's just a one time inconvenience. Actually, I think that I will offer the Help Center as a separate download as a zip compressed file. That cuts the download size to just under 40mb and it also makes it an optional choice for the user.

Pressing F1 on any keyword in the editor now gives you the Help Center help rather than the older FreeBasic chm. It also gives you F1 help to AfxNova and WinAPI.

This uses José's WebView2 control.

I think it's pretty cool.

I already used my local 'Helpcenter' copy (created 260727).
-- note:  also updated pscontrols_colorpicker.html (to 260729) easily.

Just moved it into the settings .
